Havent people and teens in europe had ID cards for donkey years?

Its like the challenge 25 thing we have these days .. young people arent taking their passports out with them to verify they have an id card that shows their age


I class myself as a lefty socialist but I dont see the harm in ID cards when the rest of europe has them as mandatory .
