"Please note: "Over 70 percent of the city's cost is personnel-related...". Back in 1993 that left less than 30 percent of Granite City's revenue to maintain or improve our infrastructure and services, (sewers, streets, etc.) and yet we ask ourselves why our city looks like shit! OVER 70 PERCENT OF REVENUE WAS SPENT ON PAYROLL, INSURANCE, VACATIONS, SICK DAYS and who knows what else. Is this part of the "financial hemorrhage" outlined in the study?" The study also referred to our local government as a "family business". You sir, have hit the nail on the head. If you have not read the post, here is the link. Very interesting reading.
