I agree Machine_easy2. If the RR has the right to "constantly block" the road, then there is no need for them to close the road or build an overpass. So, unless the taxpayers want to build an overpass, a law limiting the time a RR can block a crossing is the only option the citizens have to somewhat keep their street open.
