The RR worker chuckled as he explained that there are no current laws to prevent what he called "constant" blockage of the road. As he stated, "there is no need to try to permanently close that road" it will be blocked the majority of the time and nothing can be done about it.
Thats why the city should impose a fine for blocking the tracks. If the railroad is going to drive down property values in the area, (thereby decreasing property tax income...) They should be able to set a fine to make up for the loss.
