Were does the law decree that I must (or even should) have a high "empathy" (maybe?)

Isn't possible, that (lets say a heroin users) does not stick around to stay with a friend at the hospital, out of fear of being arrested? Because of engagement in illegal activity, rather than a 'lack of empathy'?
I won't make a blanket statement to cover every single situation. What I will say is that knowing an individual who lost their life to this drug, who laid for a couple days while those around this individual continued to party - is a pretty fair indication to me that the drug or drugs do become of more importance than a human life.
I will also say that a recent case in Troy, a young ladies boyfriend OD'd and before she and her friend ever even took to him to the hospital, they split up the rest of the drug amongst themselves. Then they dropped him off and she went home and OD'd and died. Pretty scary effects this drug seems to have on those using, at least in my eyes. Appears to me that those using are having a difficult time making good decisions.
I just find drugs dangerous and our youth often to immature to make am informed decision. Not only our youth though, but any who are caught in the vicious cycle. I just feel legalizing drugs will only make it more prevalent and will ruin even more lives.
