If it is bullying, then I think that firmly fits in the realm of "socialization."
The bullying some of these kids experience is in no way "socialization".
It really bothers me that we expect to take a child who is mentally less mature and less capable of handling things and expect them to put up with more than we do.
Their identity is not set - they are discovering it. Many of these kids come from homes where things are not stable and they have nothing or no one to back them up and tell them they are "okay". They have no one to reaffirm them and to tell them the things they are being told about themselves are not true and the bullying they are experiencing in wrong. Even those who do have a support system at home, it is often to much for them - kids can be relentless and cruel.
Expecting a child to handle what an adult would not put up with in the workplace - is frustrating.
It may be more subtle, but it exists at every level in life.
Bullying does exist in the world - workplace, but it is not daily and it is no where near the intensity these kids are forced to endure.
