Maybe I'm off base here, but doesn't the pool hall sit right next door to the Community Care Center? According to their website they provide the following services:

The regulations for obtaining a liquor license state "(A) No license shall be issued for the retail sale of alcoholic liquor within one hundred (100) feet of any church; school, (other than an institution of higher learning); hospital; home for the aged; home for the indigent;..."
Indigent definition: A poor person; not penniless but in need and who has no financial support from any other.
How is this pompous bureaucracy or discrimination? I don't see it as a problem with the new image, but one person trying desperately to have the regulations bent in his favor.
