That said, I'm sure there are some who take advantage of it and slack off, but they would likely be doing the same if they were on site. I know several Federal employees who work in cybersecurity, from home, who are highly qualified and get the job done.
My point is, you can't assume every Federal employee working from home is unproductive. I'm held accountable for everything I do and require no supervision. There are ways to assure employees who do require supervision can still work from home and be held accountable.
It's not uncommon for corporations to offer buy out packages, although they are typically offered to those with a certain number of years of service and are of a certain age. The key to capturing cost savings is to not replace those workers that leave and requiring those that remain to absorb the work. If that's the goal of this Federal buyout, to truly reduce costs, but still get the job done, I'm all for it. If it's a way to simply get rid of people who are not fully behind Trump and replace them with loyalists like all of his other "employees", that reeks of something else.
