Not all paper shells are valueable really, some are and some are just worth whatever somebody would pay.
I just paid $30 for a single shell but it had an oddball overshot card that I really liked. Most I ever paid for one was $100, but it was a factory loaded UMC 4 gauge which are rare as hen's teeth.
On the other side, I've got two drawers full of mixed paper shells I'd be happy to get .50 or a $1 each for. Mostly 12 gauge stuff, I sold all the 20 gauge to somebody recently.
