    Bill,I can only offer an oppinion.Paper loaded shells that I have tried to shoot that are fifty years old or more have given mixed results.The Winchesters seldom go off.The Remingtons seem to have a little better primers and do sometimes go.I have cut some open and in most cases find the shot corroded away to about half its original size.These old shells bring high prices at shows and actions.I do sometimes load paper shells and like old Destry,enjoy shooting them.The short shells you describe are very rare to find because of their age,maybe pre WW2.Some collector would love to find them for his collection.Charlie.
