Really, that's how they are explaining it? "borrowing money"? Not in my opinion. When someone borrows money, they have to pay it back themselves.
How would you feel about it if it were me? I refused to change my lifestyle and I repeatedly kept over spending and the people of this town kept bailing me out of my financial jam. Let's say the people eventually said, enough is enough, we warned you to stop over spending, we told you to live within your means and I just ignored them and afforded myself to keep up the lifestyle I was use to, and I even had the nerve to make sure a few of my chosen favorite people would also live very well right along with me.
Would you think this was unreasonable? I would bet you would cut me off so fast my head would spin! How would you feel after cutting me off, if I found a way to keep over spending and still make you pick up the tab giving you no choice in the matter? You can only call what they have done, "borrowing" if they are the ones who are planning to pay these funds back! It's not "borrowing" since they are forcing (us) the people of this town to pay this back.
