Welcome to GCG newcomer. You ask some great questions and I hope they get answered. Here's a layperson's thoughts.
1.) I would imagine resources used at the current school can be moved around to the other elementary buildings. A child in pre-k probably uses the same playground equipment as a kindergarten student. If the goal is to start an early education of these students, playground time should be minimal anyway. When kids go to hotels, restaurants, Bush Stadium, don't they use the same toilet as everyone else? Shouldn't cost anything to upgrade a restroom.
I would hope that kids feel save with any teachers and staff. They change classrooms every year so I don't see this as a huge problem.
Can't answer 3 but it better not cost much. Move a few secretary desks and change a phone line and they should be able to make do for offices.
Can't answer 4 except to say, what harm is there to the student?
