Why would you be opposed to a 4th quarter waiver period but then advocate for adding one before Q1? This probably isn't very feasible due to time constraints but if someone releases a player to get to 40 you can claim them for the 2nd half. There is no one on the waiver wire with enough time to be active for the entire season.
