Hi Dave. I wouldn't worry about the Routing of the Vac pipes Other than to make sure that Vac in and Vac out are on the right pipes on the valves. ( says vac in and Vac out.) They Do Join Vac to the outlet and release it. But they need to be able to vent to Atmosphere, Otherwise the Actuator couldn't release when the Vac is switched off. ( i.e If you just Squeezed the vac pipe it wouldn't let the actuator go, it would just stick there ) The Lever on the Inlet Manifold is The Throttle Butterfly and that closes on idle as the EGR valve opens. ( and if disconnected usually logs a fault for T.P.S. ) EGR valve is also a Common fault on these and is Fairly Expensive I Would Check the Amount of Vac to start with as If the Vac is low or takes a long time to Build up then the System just cannot work properly. ( 22" is good ) Tee into the vac pipe with all valves connected. but also Seeing as the Solenoid valves have an in and out and Vac, If the vac is low it can be because the Ecu is opening the valves to Atomosphere, I have Nearly been caught out a couple of times with Faulty Air flow meters causing low vac.
