This was news in the mid 80's (USA) as Honda developed a Lean Burn engine that did not require a CAT.
Unfortunataly VW and others could not match the technology and the idea was vetoed forcing all car makers to use the sock in a pipe approach to control emissions.
It appears even today they are struggling to keep pace without cheating.
Perhaps they would like to borrow my 98 Honda Civic (108.000mls) that still emits no CO and very little HC (2-5%).
