Can't you activate the egr valve with the engine running and watch the live data for AFM whilst the egr is under your command.
Not saying this will be the actual answer to your fault but if the AFM reading doesn't drop with egr activated then you have a problem/direction in which to fault find.
You already know that a 20% reduction in AFM reading is expected so compare.
