Surly this could have been confirmed by looking in live data? with no need to send the ECU away.
If the Passive sensor is working,(which can be tested with a scope at the ECU plug)then there should be an RPM reading in live data when you crank the vehicle.
If it was the ECU at fault it would still have to go for repair perhaps, but you would have known the result and would not be relying on an outside company to tell you a load of crap (regarding the condition of the ECU)
Just my thoughts?
