Knowing the crazy logic that the ECM employs; is it it really calculating ratio of opening by the throttle flap sensor or by some other calculation? First check the vacuum is OK and look at EGR and AMM, my thinking is that the flap controls EGR and if the EGR doesn't have a feedback sensor then the ECM is looking at AMM flow.
