Haneda Airport in Tokyo. Haneda was substantially rebuilt in the past 20 years and it has one of the most immaculate food courts imaginable, with most of it outside the gate. Within Japan, there are virtually no connecting flights and so the only connecting flights people make at Haneda are international to domestic, but the international terminal has US TSA compliant security and they throw you out after customs and you have to recheck anyway. This is the same in the US. So you fly into Haneda international and when you change terminals to the domestic terminal there are borderline Michelin star worthy restaurants inside the airport but BEFORE you go to security. There are legit bakeries, patisseries, sushi places, ramen shops, western restaurants, like a food court and restaurant area on par with Ginza. Narita was formerly the main Tokyo area airport and did all the international flights. It has a solid food court outside the gates, but it was designed with a lot inside the gates because it was such a major hub in all travel between Asia and North America before airliner ranges extended to modern levels. The rumor I heard was that when the TSA came about, the US rules then dictated what could be brought beyond the gate and so the sushi guys couldn't even have proper knives beyond the gate and that was a big driver in Narita's scene falling off. They got Haneda rebuilt by like 2010 and they spared no expense on the external stores and restaurants. I prefer Narita because it's closer to our house due to better train access, however, whenever I go through Haneda the family always goes to send me off and we make an event out of it. That same structure simply does not exist in the US and it is unfortunate, but I think it would only be viable in very major cities because the US market is built on the hub and spoke model. You certainly couldn't run a viable "outside the gate" food court in Greenville or Greensboro. I think I understand what you want, go to Haneda and check it out because that is pretty much what you're describing. It definitely thins the security line because there are activities before the gate so if you get to the airport 2 hours early you are wandering around in what is basically a gigantic mall until closer to your flight time and they have signs about security wait times, so you don't have the people for a 6:45 AM flight standing in line behind people on a 9:15 AM flight.
