ATC cleared the firetruck to cross the runway not realizing the plane was landing. The firetruck was responding to a report of smoke / fire somewhere close by and thus was rushing and perhaps not paying as close attention as it otherwise would have. And of course, the driver of the firetruck was instructed he was clear to proceed.
