I don't know, Jansen I think is going to hold up (or is more likely to) so rather than risk losing Happ at the deadline this year for bullpen help if Davis goes on DL, why not spend $16 million a year on Jansen. It makes sense.

But you've got three things informing your view here:
1. Your personal bias against the value of relievers.
2. Your personal overvaluing of Cubs prospects (which you acknowledge in this thread).
3. The benefit of hindsight. Torres wasn't TORRES! when the trade was made.
It was a high price to pay, but I think the fact that the Cubs gave up Soler to get Wade Davis suggests that the Cubs were worried about what they would have to pay at the deadline if they were in a similar position this year.
