I guess they had clerks/whoever read the entire bill out loud. For what reason? Who else was on the Senate floor? Why couldn't Senators (guessing Dems) read it themselves?
Then a series of BS "amendments" (the Vote-a-matic or Vote-a-rama); somewhere I heard that only two of these amendments were taken seriously. Most of them were just grandstanding.
All to get this delayed past Trumps declaration that he wanted to sign on July 4th??
