As often in this type of classifications, the placement of Brands in the different tiers is in part arbitrary, in that it relies on a quality assessment by the compiler. Still, in MY opinion, these are examples of Brands in the three tiers mentioned in a prior post: First Tier (this is the easy one): Parker, Waterman's, Sheaffer's, Conklin. Second Tier: Moore, Dunn, Chilton, Wasp, AA Waterman. Third Tier: Ingersoll, Rexall, Postal, Morrison's, Wearever, Dupont, Wilrite, etc. The easy way to classify the pens is, in my opinion, by looking at the material and size of the nibs offered in their pens.
