I have had cases where clients have been waiting ages (over twelve months) for a Five figure tax refund that would make a lot of difference to them (in one case he needed it to pay VAT which HMRC were chasing him for) - HMRC won't even speak to you before their predicted reply date - that's assuming that you can get through.
The general consensus amongst tax experts is that she was very lucky to get away without a "small" (at least 20 per cent) penalty because she was negligent because she ignored advice from her solicitors to get specialist tax advice.
