Hodgdon Clays is a great, clean-burning powder for 12 ga. target loads. However, there isn't much data out there for it that would be considered "low pressure". Take a look at data for Alliant American Select. Pressures for any given level of performance (ie. 1 oz. shot at 1,200 ft./sec.) runs about 20% lower than with Hodgdon Clays.
I use 18.5 gr. American Select with WW primers and AA HS hulls, 7/8 oz. shot and the WW AA12L (gray) wad. Alliant shows a prssure of 7,200 for this combination. Very effective and pleasant to shoot, and saves money on the expensive shot!
