Yes, with a roll crimp and fiber wads a choke of .040" may have patterned only Full. By today's standards a .040" is Extra Full. Much has changed since our Elsies were made.
Also, I believe that we should never say never concerning a firearm that was finished and assembled by hand. Considering the span of decades that Elsies were produced certainly a few abnormallities should be expected. After all, that is why they are so interesting!
