    It seems to me that it could be a problem in the cocking rod on that side. If you say you took the sideplate off and re-cocked it and then fired it, opened it but it wasn't re-cocking, then I think it might be that cocking rod.
    You could try firing it, with snap caps, don't re-cock it and take the forend off. Use a small adjustable wrench to fit over the cocking rod and re-cock the good side. The cocking rod should now be moveable. Then try and re-cock the bad side, if it doesn't want to recock, the cocking rod will stay rigid, the problem could be in that rod. I don't think it is in the sideplate because you had re-cocked it that way.
