There is no commentary and the description seems entirely vague.
What the film does show is the traffic and bustle of London. No doubt the decorations remained in place throughout the summer?
Apparently the average speed of a journey by horse drawn vehicle was 10 miles per hour in those days. This is a quote from a London online local paper:
"Despite the congestion charge, traffic in central London moves at just 10mph - the same speed as horse-drawn carriages a century ago."
Plus ça change, mais c'est la même chose!
