The Mitchell Incorporation initiative some 20+ years ago wasn't successful. There really are two communities...especially since Chain of Rocks Road was blocked off and now exists in two sections.
I think at this time, it should go into Pontoon or Granite City....otherwise Edwardsville will take it and probably try to get a port on the Mississippi river or something.
I know that's goofy talk, but so was annexing west of 111 at one time.
