To the post...
To be a successful flood manager, you have to control the height of the watersheds water flows through. There has to be a differential for water to flow from one body to the next. If one can control the lowest body in the area, THEN restrictions, size of culverts, etc become relevant. But only then.
Politics has corallaries here, too:
To be a successful Democrat in Madison County, you need to be an insider; plenty of legal money reinforces that. To be a successful Republican in Madison County you need to be an outsider; but money does'nt follow good government or good intentions. (except on Sunday)
Which brings the post full circle. The path of water is pitted with obstructions, and The road to hell is paved with good intentions.
