I left a pretty detailed response couple days back that summarizes why once the level of Horseshoe Lake is under control, the failed infrastructure within the city of GC is exposed.
In the old days, everyone would have flooded together, and no one would have thought differently. Things have changed, MESD and Pontoon Beach have their act together now, and the emperor stands disrobed.
GC will fix it when the public demands action. To buy time, let's blame somebody else.
Give them bread and circuses.
Or, if you're in Florida, take a nap.
