One pig built his house out of straw, one out of sticks and the last pig built his of brick. The big bad wolf was able to blow the houses down of the first two pigs but the brick house stood its own. Based upon the theory that the people on the bluff should pay would be the same as the pig that built the brick house should pay for the houses of the other two pigs. As a general statement houses in the American Bottoms are generally cheaper than the houses on the bluffs. There are reasons for this and the people that paid extra to live on the bluff should not have to pay for the lower cost houses that were built in a flood plain. The old saying that you can't fool mother nature holds true; build in a flood plain and you will be someday faced with flooding issues.
