There's no comparison to a Mayor and a City Manager form of government.
In Granite City, the Mayor is responsible for the day today running of the city. He fields complaints, chairs meetings and deals with the public.
In Edwardsville, the "Mayor" Hall Patton is a figure head. He cuts ribbons, kisses babies and acts like a big wig politician. The city manager has moved that community forward for the last decade. They had the tax base and property availability to do so. Patton is a full time dentist. Nice guy but he's not in the chair full time. I'm actually surprised to see he makes as much as he does for a part time seat warming gig.
