I certainly would have used my "economic director" to create a bunch of charts and slides to find a way to eminent domain that corner.
I would discuss with other businesses the impact and get their buy in (I would have done that for the 1000th church too.... I would have NEVER given old Aldi's to a NON TAX PAYING entity, I would have had my "economic director" courting other businesses for a revenue stream to the town.
These people probably have never left the area though, and dont really "get" how anything works outside of this area (and what they are told).
Which is why they got to go.
Id hit the low hanging fruit stuff.
No more new churches, and I would look to significantly (legally of course) reduce the number of non tax paying entities in the town.

With all of that said, the mayor's vision got us to a certain point (theater, downtown (and full disclosure, downtown would NOT be my number one development point....everyone shops "uptown") development), but that certain point has passed and its time for fresh faces AND names.....
We MUST un-moor ourselves from Steel as best as possible to sustain the inevitable fluctuations in jobs there, and I dont see that happening with another fracking used car lot/cheap food (or shopping) place/ mexican eating joint/ church....
