While I strongly disagree with your characterization of these kids and how to treat them, I do think the best approach to handling the bathroom/locker room situation is to have gender neutral bathrooms and changing/showering areas.

Why have new books, and good teachers. Let's use that money to build an extra bathroom for every type of "gender identity" a child thinks it may have. You can have your bathroom for boys who want to be girls who like boys, You can have your bathroom for boys who want to be girls who like girls, (Bruce Jenner Types). The same for girls, the same for what ever else some kid might think of. Next thing you know, tax dollars will be used to install new bathrooms for kids who identify as furries, after all, a furry can only use a bathroom designated for furries.

Completely ignore the research that Dr. Paul McHugh has done, which shows, the overwhelming majority of children, (70-80%) with gender dysphoria will spontaneous revert to their biological gender identity, if you don't give them hormones. Basically, for most it's a phase.

Lets not make good fiscal choices, nor good medical ones. It's far better we don't hurt a kids feelings, nanny them with drugs that destroy their livers, change physiological brain chemistry, then mutilate their genitalia, so they can feel abnormal as an adult, and enjoy a suicide rate 19 times that of the general population.

I know there are really transgendered people. I have a friend who is, he didn't stat his transition as kid. No one should. After you have become an adult, if you still feel that way, then you can do something about it, and I wish you all the happiness in the world in that regard.
