The Illinois Department of Labor will only get involved if "If you feel that you have not received equal pay for equal work because of your gender .. Or, if you feel you have been discriminated against on the job because you are a victim of domestic or sexual violence or have a family or household who is a victim, you may file a complaint with the Department. However, if you feel that you have been discriminated against on the job due to race, color, religion, sex, national origin, ancestry citizenship status, age, marital status, physical or mental handicap, military service or unfavorable military discharge, contact the Illinois Department of Human Rights." per their website. I have no idea if requiring a laborer to perform labor fits in any of the categories found at https://www2.illinois.gov/dhr/Pages/default.aspx
