No, it is not, it an apparently a nationwide website that divides it's forums by city/locality. It's an awful site, you will need knee high boots to wade through all the BS, drama, and personal bashing (by name), over there.
The best way to describe it, is imagine the if you turned the graffiti on the bathroom stalls at a high school into a live internet forum, (and with grown adults, or people who claim to be instead of high school students.)
