The kids have been the victim of corruption. A corrupt city government allowed the city to fall into shambles and the corrupt school officials hired un-necessary layers of administration and support staff.
Workshops you speak of are good provided the information obtained is taken back to the students.
The sports have for years been the main focus in ESL. Now they are paying the price of athletes who aren't well educated and struggle in college.
It's a sad place and my feeling is it won't be fixed.
