I don't for one minute believe it was intentionally misleading.

I believe she was trying to make the point that the U.S. is neither engaged in a war, nor has service members fighting in active war zones anywhere in the world. We should all be grateful for that.

Trump meanwhile has called American war dead "suckers" and "losers" and for purely political reasons said John McCain was no war hero because he was captured and was held as a prisoner of war. There are even more examples, but I'll leave at that for now.
