Sully, Is it both barrels that won't cock or just one. If it is just one it could be the lifter on the end of the cocking rod. It could be worn. The way to check is to take that side lock plate off and see if the lifter looks ok. It is a very tight square fit, and there should be no play between the cocking rod and the lifter. If it is both, look at the other side also.
