Doesn't matter who you hire or who you fire, locally that is.
The state of Illinois is like the final scenes of 'Titanic', where this guy drowns and that guy drowns and that guy falls off the bow of the upended ship, and it's only a matter of time until the water reaches your nostrils and takes you out as well.
I hate to be a pessimist about things, but Illinois will eventually spiral into bankruptcy with nobody to borrow from.
