Further tests have shown there is no way the boost pressure solenoid pipes/electrical connectors could have been mixed up with the EGR solenoid. The air mass meter output governs when the egr should close/vac shut off. I have a good 4.5V @ 4000 RPM, so I don't think MAF is problem Bosch diesel expert has told me that EGR vac should be zero after 2000 RPM. EGR vac on this car remains at 20mmHg well into 4000RPM.
