Ford Mondeo 2.0 TDDi 2001 - Surging on part throttle #Archived Message

Hello, I've got a 2001 Mondeo 2L TDDI (engine type '6'). When accelerating up hill or part throttle in any gear, the car is surging. Using a Modis, there are no codes present. Initially, I blanked off the vac supply to the Mechanical EGR valve and the surging dissapears. Using A vac pump I monitored vac to the EGR valve. Car @ idle = 20mmHg Snap throttle = No vacuum Part throttle = 20mmHg So replaced EGR valve and problem still present. Could it be faulty solenoid operation when driving on road? I can only assume the EGR valve iS opening at part throttle for some reason. Two ford dealers have told me they have never changed the solenoids and have also told me they are only available as kits @ £140 Any ideas or advice greatly appreciated.
