The pump works on a pulse basis, not a constant flow, takes about 30 seconds to get 2-3ml (basically it drips). If it hasn't worked for a while, they are prone to sticking. During regen give it a tap with a screwdriver
The vaporiser should work during static regen.
iirc, the air purge facility is on the Mondeo, but not the Transit. Wiring to the pump is often broken up inside the insulation. The 2 fuses are 1 for pump, 1 for vaporiser glow plug.
