Its been years since i have fitted an egr blanking kit to one of these, but i do remember having to remove the air intake butterfly , when the blanks are fitted . Just 2 screws in the centre of the spindle. So it can get air when it thinks its getting egr .
It may not be the same fualt , but hope that helps.
