Sorry I can't remember if the soluspro powered up as soon as you connected it to the diag plug but i think it did. So in this case as its not doing so ( my modis had an led to say it got power from the dlc) then I'd say your 1st check is to make surey ou have a 12v feed and earth at the diagnostic plug.

If all is correct try comms with another tool if available to you or at least try to scan another module.

A blown fuse is my guess as it could be on the same fuse as the cigar lighter socket. I've had a few cars where the owner has all cigar lighter operated gadgets cause blown fuses pkus they don't seem very good fitment these days.
