Finally got this to start or not, as required. I could find nothing wrong with the injectors or the inj circuit except for there being .9v present on all four koeo. The main relay ground through the ECU also has .9v when working. Every other pin scopes as it should.
The .9v on the inj circuit is present both when its in start and non-start state. None of that matches with the code setting criteria but I think its possible there could be a different voltage at the fet in the ecu. its interesting that the only other circuit besides the injs not testing good is the main relay ground and that was the first code i got. I have faulted the ECU.

This will probably be the final update on this because the customer has so far declined the repair. If that changes I will update further.
