Thanks Dave for asking me that so i went on that route.
SO yes a new turbo would have fixed it i agree but i was convinced the actuator was ok as it worked on another car, so it seems that if the vanes start to stick then the actuator arm movement would be restricted and hence the 132b code would show when the actuator itself is ok so if stripped and cleaned would fix most maybe..? although i suspect i rebuilt it wrong although i marked it all before i stripped it. I am a bit of a strip things and see if i can fix rather than just replace but justifying the time when you dont cure can be hard i know .
