Washington doesn't have one, but the property taxes and sales taxes (and a million other random taxes) are killers. There are some beautiful places in the state though and many are super mild. We have a lake house in N. Central Washington and it's actually considered desert and it's warm most of the year.
Tenn is best for no state income and also low other taxes. Florida probably #2, but it's Florida. I like to visit, but wouldn't want to live there. Tex #3 but property taxes are pretty high.

Due to unfavorable income taxes as a retiree.
Southern Wyoming is interesting and very friendly (Laramie or Cheyenne) but I don’t think I could handle the winters there.

suburbs also have restaurants and bars.
I can understand if someone wanted to stay on the West Coast though.....West Coast = Best Coast....but do these people know that they can move to Boise and live a better life with a 5X better home for the same price? My friends that live there were still swimming in their pool this past weekend. Also, it's mostly Californians there now (mainly Bay Area and SacTown refugees) so the vibe is the same.
Tucson and Flagstaff are other good options (but Flagstaff would be cold half the year). St. George might be too quiet but it's cool if you have an outdoorsy young family.
