paying people off the books all of asudden will be a major red flag. Even if this is a non-profit you will not be able to report the expenses without the IRS catching on.

I am part of a sports association that pays officials through some formal employment organization, in what appears to done the right way. The head is looking to set up an alternate path where other officials would work for cash. More money for them if it all goes unreported.
This bothers me a bit. And stated so casually, that it would be good for recruiting.
I couldn't say anything from my position.
